A Toledo man charged in 2010 with forcing a developmentally disabled girl into prostitution was sentenced in U.S. District Court Thursday to more than 10 years in prison while members of his family were sentenced for their role in trying to influence the victim.
Mark A. Fetter, 29, was convicted after pleading guilty in October to sex trafficking of children by force, fraud, or coercion. Authorities say he forced his 17-year-old victim to prostitute herself at the Sunset Motel at 5452 Telegraph Rd. and recruited customers from bars. He was arrested Aug. 16 by Toledo police detectives.
A confidential informant told police a man forced the girl to engage in acts of prostitution at the motel, authorities said.
Judge David Katz also imposed a two-year sentence on Fetter’s brother, Kamell Fetter, 27, and three years probation on his mother, Blanche V. Triplett, 47, for witness tampering and obstructing justice.

The bill is on the fast track, getting support from Gov. John Kasich who has created his own cabinet task force on the issue.
House Bill 262, as Rep. Teresa Fedor (D., Toledo) originally proposed, would have flatly prohibited the prosecution of anyone under the age of 18 for prostitution, making the assumption that someone who cannot legally consent to sex cannot legally consent to selling sex.

He started helping at the church in 2004, a year after it was founded by James Mann as Northgate Community Church. Mr. Cannon was on staff at CedarCreek Church at the time and, later was children’s pastor at Westgate Chapel while leading outreaches at Northgate.

Struggling where to draw the line when it comes to prosecuting minors as prostitutes, an Ohio House committee sidestepped that issue altogether with a massive amendment to the bill. Instead, judges could hold criminal charges temporarily at bay while directing human trafficking victims into protective services and getting them counseling, medical care, drug and alcohol treatment, and other help they need.
If the minors successfully complete the program, the criminal charge would go away.
The bill aggressively goes after adult customers who hire minors for sex even if they don’t know they’re minors, elevating the crime to a felony.
Ms. Fedor’s House Bill 262 would have flatly prohibited prosecutors from criminally charging someone under 18 with prostitution, requiring them to instead be treated as victims. She reluctantly had to let that go.

In addition to the judicial diversion effort, the bill would allow trafficking victims to sue those who forced them into prostitution.

The woman told police that, on Wednesday, she was forced into a vehicle while in the 1800 block of South Byrne Road, authorities said.
The woman told police she was taken behind Byrnedale Elementary School, where she was forced to perform oral sex before she escaped and called police. The man reportedly told her that, if she did not comply, she would be arrested and charged with prostitution.

Toledo police confirm they are investigating a possible rape. It happened yesterday evening in a Toledo neighborhood but the suspect claimed to be a police officer.

She was able to get away and call police. Officers found her outside 3533 Schneider Road and medical was called. The suspect was driving a 2010 blue Chevy with a license plate number of FAY4511.
