The form was presented to staff during a seminar to reveal a new “human trafficking response plan,” after presentations regarding the sex trade were made by Toledo police Detective Pete Schwartz and FBI Agent Jake Hardie. Staff were encouraged, but not required, to attend.
The form is the latest effort to combat the practice in Toledo
- which has emerged in national investigations as a major hub for the recruitment of women and girls traded cross-country as prostitutes.
In 2005, a federal investigation into a child prostitution ring in Harrisburg, Pa., revealed that nine girls from the Toledo area had been sold as slaves and that at least 12 of 31 people charged had ties to the city.
Health department workers are on the “front line” of the effort to interrupt sex trafficking, Mr. Hardie of the FBI said. Women and girls involved in the trade are considered “victims” whether they are under “pimp control or on their own,” Mr. Hardie said.
