Yesterday morning, Mr. Ocheske carefully ironed out creases in just-purchased American flags before he posted the colors along Emerald and Logan, Wade, and Newton streets. By the Fourth of July, at least 50 flags will fly from new display holders in the neighborhood, he said.
Neighbors said prostitutes no longer walk streets in the area and gang members have stopped tagging signs with graffiti.
