BP PLC said hydrocarbon entered the fuel-gas system during the startup of a fluid catalytic cracker at its suburban Toledo refinery in Oregon, which it owns with Husky Energy Inc., according to a filing with state regulators.
The hydrocarbon was stripped out of the fuel-gas system by an amine stripper, causing flaring for seven hours, according to the filing with the Toledo Division of Environmental Services.
